About the Role

This position will lead the day-to-day management of complex proposal and contract activities in accordance with company policies, legal and customer requirements with limited guidance or supervision. Interpret and communicate business commitments and alternatives to program team and management. Position requires an extensive knowledge of government and commercial contracting methods, applicable laws and regulations. May guide work of lower grade contracting employees. Develop and maintain professional and critical relationships with both internal and external customers.

Requirements

  • Perform full life cycle contract administration (cradle-to-grave) for multiple government contracts, principally with components of the Department of Justice (DOJ), Department of Homeland Security (DHS) and Department of State (DOS).

  • Review, interpret and respond to multiple, high priority requests for information (RFI), requests for proposals (RFPs) and requests for quotes (RFQs) ensuring timely submissions on tight deadlines in compliance with the FAR, GSA Schedule, various terms and conditions (T&C), and company policies and procedures.

  • Process a high volume of delivery-order/task-order modifications and GSA schedule requests.

  • Maintain, organize and trace all required contractual records in accordance with the contract T&Cs, FAR and corporate policies and procedures.

  • Identify, track, mitigate and resolve financial, operational and contractual risk issues.

  • Maintain and develop current knowledge of relevant contractual procedures and practices as well as government contracts laws and implementing regulations, specifically the Federal Acquisition Regulations (FAR) and relevant Service Contract Act provisions.

  • Validate documents and data during transition from opportunity to award.

  • Promote and enhance customer satisfaction through professional and timely interactions with Government and Prime contracting agents.

  • Proactively work with Finance, other functional departments, and program operations to ensure timely reporting, management, processing and submission of deliverables, invoices, modifications, and proposals.

  • Prepare formal contract correspondence and ensure contractual compliance with terms and conditions, federal and state regulations and restrictions, as well as internal management objectives for existing and new business activities.

  • Draft, negotiate and administer contractual instruments of moderate complexity, including but not limited to, non-disclosure agreements (NDAs), teaming agreements (Tas), subcontracts, and consultancy agreements.

  • Identify and propose recommendations for process changes, enhancements, and changes to improve efficiency at the program, department and company levels.

  • Perform other duties as assigned.
